NEW DELHI, October 6: CRISIL, KPMG, McKinsey and Mott MacDonald are among the 37 consulting firms which have been assigned for preparing action plans for the 88 cities proposed to be developed as Smart Cities. The remaining 10 cities in north-eastern states and Union Territories will do so by this week end. Urban Development Ministry has announced the names of 98 cities which would be developed into smart cities having core infrastructure needed to enhance urban living. Uttar Pradesh and Jammu and Kashmir are yet to nominate a city each under the smart city development programme. While KPMG will prepare the action plan for New Delhi Municipal Council area to be developed as a smart city, McKinsey will do it for Pune. Foreign companies or their Indian associates are working in connection with the preparation of smart city plans for most of the cities, according to a release. Meanwhile, a two-day 'Ideas Camp' has begun here to prepare these cities for the second stage of the City Challenge competition. 20 Cities will be selected in the first lot through competition to be developed as Smart Cities. CRISIL Risk and Infrastructure Solutions Limited in association with Pri Move Infrastructure Development Consultants Private Ltd and Probity Soft Private Limited has bagged the contract for six cities followed by Jones Lang La Salle Property Consultants India Pvt Ltd in association with Townland Consultants Pvt Ltd and Tata Consulting Engineers, ICRA Management Consulting Private Limited in association with NJS Engineers India Private Limited and All-India Institute of Local Self-Government for five cities each. Urban Development Ministry would provide Rs 100 crore to each city over the next five years. The Centre has set aside Rs 48,000 crore for the Mission and the money will be released to urban local bodies at frequent intervals in the next five years. The Centre has also asked the state governments to generate the equal matching amount as the grand total of the Smart City Mission is estimated at Rs 96,000 crore. Quick selection of consultants through tendering by the Mission cities has been enabled by the Ministry of Urban Development drawing up a panel of consultants for each region. CRISIL will prepare plans for Nagpur, Kalyan-Dombivali, Nasik, Thane, Solapur and Amaravati, all in Maharashtra. ICRA will do it for Rajkot, Kochi, Ajmer, Erode and Coimbatore and All-India Institute of Local Self-Government (Mumbai) will prepare plans for Chandigarh, Raipur, Bilaspur, Karnal and Faridabad. Vadodara, Bhubaneswar, Amritsar, Chennai and Tiruchirappalli will be covered by Jones Lang LaSalle. Bihar Sharif (Bihar), Oulgaret (Puducherry), Tiruppur and Thoothukudi (Tamil Nadu) will take service of Mahindra Consulting Engineers Ltd in association with SUEZ Environment Consulting and Akara Research and Technologies Pvt Ltd. Ahmedabad, Rourkela, Kota and Agartala are assigned with Feedback Infra Pvt Ltd in association with Buro Happold Engineers India Pvt Ltd and CISCO Systems. Gandhinagar, Indore and Jabalpur will take professional help from Mehta and Associates in Joint Venture with Oswal Computers and Consultants. Gwalior, Sagar and Satna will take help from Voyants Solutions Pvt Ltd in association with MINRAJ Consultants. Kanpur, Ghaziabad and Thanjavur are to prepare plans with the help of Dorsch Holding GmbH in association with Dorsch Consult India Pvt Ltd and L R Kadaliya and Associates. Greater Mumbai, Muzaffarpur, Durgapur (West Bengal) will take help from Alia Consulting Solutions Pvt Ltd and Genesis Fin. Ujjain and Dahod are to finalise plans with HaskoningDHV Consulting Pvt Ltd in Joint Venture with HaskoningDHV Nederland B.V. and Grant Thornton, Green Boulevard. New Town Kolkata and Bidhannagar are assigned with Deloitte Touche Tohmatsu India Pvt Ltd in association with Urban Management Consultant and Hijli Inspiration. Tirupati and Tumkur (Karnataka) are taking help from Lea Associates South Asia Ltd in association with Crux Consultants Pvt Ltd and VBSoft Private Ltd. Mangalore and Udaipur are assigned with IIDC Ltd in association with Urban Mass Transport Company Ltd and Building Design Partnership Ltd. Allahabad and Aligarh are assigned with Aarvee Associates Architects, Engineers and Consultants Ltd in association with Mars Telecom Systems Pvt Ltd. Lucknow and Namchi (Sikkim) are to work with Data World Pvt Ltd in association with Innovest Advisory Services Pvt Ltd and Caritas Eco Systems Pvt Ltd for finalising plans. Navi Mumbai has to prepare plan with Tandon Urban Solutions Pvt Ltd with Spatial Decisions and Maha Infotech Pvt Ltd while Bhopal will do it with PricewaterhouseCoopers with Rudrabhishek Enterprises and CPG Consultants Pvt Ltd. Mott MacDonald Pvt Ltd with Ernst and Young LLP will assist Jaipur and SoftTech Engineers Pvt Ltd with Design Point Consult Pvt Ltd will be for Saharanpur. DDF Consultants Pvt Ltd with MSN Infrastructure and Financial Consultants Ltd and SGI Studio Galli Ingegneria Pvt Ltd is assigned for Dehradun. Visakhapatnam and Ludhiana are to take assistance from AECOM India Pvt Ltd with AECOM Asia Company Ltd and Varanasi and Jhansi from N K Buildcon Pvt Ltd. Urban Development Ministry has already released Rs 2 cr per Mission city for the preparation of city-wise Smart City Plans. The selected consulting firms will prepare smart city proposals under the supervision of urban local bodies and state governments based on review of previous plans and interventions undertaken. Smart City Plans shall contain area development action plans and financing plan for the complete life cycle of the proposal. All city-wise Smart City Plans will be evaluated in the second stage of the 'City Challenge' competition for identifying the top ranking 20 cities for financing during the current financial year.
